This is really an article for people who are familiar with the subject, and can therefore deduce what the writer means by “popping off”. I would guess that it means “appearing” in the sense of new products being released.

Added: I think it’s probably a joke: a play on words based on the fact that NERF (as opposed to NeRF) is a brand of toys which fire foam missiles (and therefore “pop off”)
