I couldn't understand the emphasized part of the sentence. Can anybody help me?

    to one that.....posits.........................its ethnic identification...........................................................with the national community,
    to one that...assumes that its way of identifying itself by reference to its own ethnic origins is also true for the national community,

    to put this in simple English:
    to one that assumes that everyone in the country is, racially, like them.
