poteri di impugnativa

Ciao a tutti! Qualcuno ha forse idea su come tradurre: 'poteri di impugnativa' in inglese? La frase sarebbe:
La Commissione, piuttosto di attivare i poteri di impugnativa (del bilancio) ha sempre ritenuto di intervenire utilizzando i propri poteri...

Io ho trovato che impugnativo puo' essere 'refutative' o 'appeal', ma ne uno ne l'altro mi sembra giusto. Grazie!

    I'm not totally sure, but to me it appears to mean something like:

    Rather than exercising its powers of rejection, the Commission has always reserved the right to intervene using its powers...

    We're a little short of context. What is being discussed here? Budgets, perhaps?

    Hi, the context is a regulatory body, Consob, investigating a company for uncompetitive practices. The phrase seems to suggest that these are some kind of extraordinary powers that the commission only calls into play when something really bad happens, which made me wonder if maybe 'extraordinary powers of xxxxx' would be close to the meaning, but as I'm not a financial person I can't think what the English equivalent would be.

    Non esiste una parola univoca per rendere il concetto di impugnazione. Il de Franchis dice testualmente "La materia e' un'auntentica valle di Giosafatte nella quale non e' agevole districarsi". Ipse dixit....
