Let's imagine that a passerby looking at the rough sea suddenly glimpses a surfer out at sea. I am trying to write what he could have said :

"What kind of insane is he to ride such waves ?"

"What kind of insane is he for riding such waves ?"

I might be more likely to say, how crazy is he, to ride waves like that? Or instead of a question: he must be crazy, to ride...
