I read that in a novel, in a scene where a group of people are doing repetitive work with only an occasional break in routine, i.e. when an incident comes up, raising the intensity of the atmosphere. In these moments of intensity everybody knows what to do without talking to each other. In these moments the protagonist feels "the power of clarity" in an otherwise dull repetitive work.
