Hello.
Can any body check the following sentence in grammar?

Some legal scholars assessed that pre-emptive action constituting unilateralism is out of international law and the Charter of UN.

What I wondering is whether "pre-emptive action constituting unilateralism" is correct within the sentence.

    Some legal scholars assessed that pre-emptive action, constituting unilateralism, is a violation of international law and the UN Charter.

    It sounds a little odd to me.

    Some legal scholars asserted that a pre-emptive action constituting unilateralism is a violation of international law and the UN Charter.
