Presidente per delega del Magnifico Rettore
I'm wondering if this is comporable to the proxy to the provost in English? This is the title of someone at the Catholic University of the Sacred heart. Thanks for any suggestions.

I don't know if it corresponds to what you say (are Provost and Rector equivalent titles?).
To me it would mean President (of something - faculty, institute) delegated (designated) by the Rector (Chancellor?).
