Principio di annegamento

This expression is in a list of possible medical emergencies during an accident in a refinery. It means I believe that drowning is not complete of course but I cannot find a solution to communicate the beginning of the process of drowning. Can anybody help me?

We normally talk about "near drowning". There must be a more technical term, but I don't know what it is. :(

    From Wikipedia:

Near drowning is the survival of a drowning event involving unconsciousness or water inhalation and can lead to serious secondary complications, including death, after the event.
