I'm writing about alleged labour rights violations at a supplier of a company:

In November 2015, XYZ accused several toy factories in China of numerous labour rights violations. Problems found by XYZ at a supplier to ABC (company name) include / included hiring discrimination, inadequate safety training and safety procedures, excessive overtime, and poor housing conditions.

If I choose include, will it indicate that the violations are ongoing? And if I choose included - that they have already finished?

    I would use "included." Whether or not they are still ongoing isn't relevant; you're simply describing what was found at a certain specific point in the past.
