providing / if

It's said the event introduced by providing is limited to something that should be realized if the subject requires it. Is it true?

    You're right - your first sentence is incorrect (the second is fine). "Providing" is used to strike a bargain - I'll do this provided that you do that. You'll do that provided that your friend does this.
