puffy and fluffy

I have 2 questions.
1. what is the difference between fluffy and puffy. I think they are the same but I dont know.
2. How would you translate puffy hair. Pelo encrespado, pelo esponjoso or have you heard something that really applies to this type of hair style in Spanish

    They may be synonymous, but fluffy perhaps refers more to feathery, and puffy more to swollen or inflated.
    I suggest 'puffy hair' = peinado erizado.

    Tal vez una nube blanca (y) acolchada/almohadillada. Otra posibilidad, no literal, sería nubes como bolas de algodón.
