I think it means 'He who smells good smells bad' but it might just be the context that makes me think that (it's been a loooong time since I studied Latin...).
My understanding from the context is that it says that, for example, that man or woman you end up sitting next to in the theatre with a strong smell of cologne or perfume is really trying to cover up body odour.
Also, is there a snappier way of phrasing it?
