Could anyone tell me what the phrase "quitte à dire" means? I don't have context; it was just suggested to me as a useful essay phrase but I can't find a clear translation. Is it another way to say "c'est-à-dire"?

Il faut toujours un contexte, quitte à en inventer un.

There must be context, even if it means you must make one up.
