Hi,
• Rank unmatched actions, make a resilience plan of action, and seek external support where required.
• Be prepared!
• Use advocacy and nurture partnerships.
What could be meant please by "Rank unmatched actions"? To arrange them so that the became matched?

    No. I do not see where the idea of "groups" comes from. To rank = to put into some sort of order, e.g.

    Rank the following by size: dog, mouse, elephant, ant

    In "Rank unmatched actions," the method of ranking is not stated but, we assume, this will be "importance/urgency/cost, etc." and this will be in the context.
