Bonjour, je ne comprend pas le sens de cette phrase, pouvez vous m'aidez

"Red tape would be cut for "non-alcoholic venues" to encourage a more responsible approach to drinking"

    Some context would help but probably it refers to the fact that in order to open a nightclub and or a dance hall one needs permission from the town hall officialdom, which involves a lot of paperwork, committee discussions, delays etc, i.e. "red tape". Less of this would be required if the proposed nightclub or dance hall were not going to sell booze.
    (Sounds like a pretty boring nightclub to me, though:)).

    dans les phrases précédentes, on explique que le NHS veut supprimer les aides aux personnes obèses qui refusent de faire du sport. Ils expliquent qu'il faut récompenser les personnes qui font attention à leur mode de vie en leur donnant plus d'aides financières. Voici la phrase qui précède " These include linking welfare payments to healthy lifestyles and rewarding those who take responsibility for their own health, the report's authors claim."

    si le sens de non-alcoholic venues" est l'inauguration de lieux sans alcool, que veut dire "red tapes" dans ce contexte?
