refrained and restricted

Drivers are ___ to a speed of 80 kilometers in the highway .
A restrained B refrained C restricted
please explain the difference of these three words !

    The answer here would be restricted as the others would not work in these instances.

    Refrain = held back, stopped "Refrain from shouting out"
    Restrain has a similar meaning for me as well.

    I would say that refrain implies the person stopping him or herself from doing something, whereas restrain suggests that the person has been prevented from doing something by somebody else.
