    Hundreds of thousands of refugees/exiles/fugitives fled the war-shattered/war-ravaged country for freedom.

    Are the words in bold all interchangeable ? Thanks.
    a) person who escapes for refuge or safety
    b) person BANISHED from native land by others
    c) person fleeing from prosecution, intolerable circumstances
    a/c are simialr but not b.
    I'd say war-ravaged as you shatter dreams maybe, but not a country.

    They are not. Refugees is the word you want, since it implies a voluntary escape from a bad situation. Exiles are people sent away intentionally by a group or government, and fugitives are criminals who have yet to be captured.
