Is the word "to" omissible or a must here? Thank you.

    'Regarding' does not take any other preposition. We have numerous combinations with nouns and prepositions, such as 'with regard to', 'in regard to', 'with regards to', 'in respect of', and so on, all with the same meaning as 'regarding'.
