Hi all; I'm confused on the subordinative nature of the subject here(who's relatives are they?):

...The gunmen were identified as Palestinians, relatives from the West Bank.

    From the context you've added it sounds like they are relatives of each other, as one might say, for example, "[two] brothers from the West Bank."
