    You can use either verb, but you don't need "as".

    Turkey is a secular country, and it will always remain a secular country.
    Turkey is a secular country, and it will stay secular.

    I guess the first one would be correct without “as”, and the second one is already correct.

    Yes, but I much prefer "remain". "You could use my phrase "...will stay secular", but it sounds casual. It's fine to use it informally.
