So, given this resilient sense of accomplishment and the hard-earned trust and respect from workers, the general public, government and the private sector, plans for the new EQUATE II venture were determined.

What is the meaning of "resilient sense of accomplishment" please?

One meaning of resilient is that you can recover from your difficulties quickly. Mr Smith lost his job, but they're a resilient family and he and his wife started their own company. They've got plenty of money now.
I don't see how a sense of accomplishment can be resilient even if people felt a sense of accomplishment after going through a bad patch.
