Does it mean "results of promoting the so-called cleaner fuel (that is, the results turn out to be worse than that of the 'dirty fuel')"?

    That's right, NA. The nitrogen dioxide that is produced by burning diesel is worse for human health than the byproducts of burning "dirtier" fuels. People were calling diesel a "cleaner fuel", but the author thinks those people were wrong.
