The government on Thursday withdrew the ban on bulk SMS and MMS which was imposed to check spread of rumours.

Ban on bulk SMS lifted

Could "withdrew" be changed to "revoke" with much alternation of meaning in the example above? I think a judge can revoke a ban imposed by the government. Can the government itself revokes a ban it instituted?

    Whether or not a judge can revoke something depends on the laws of the country, state, province, city, whatever. Yes, speaking generally, a government can withdraw or revoke a ban it has previously instituted. In my opinion, they mean the same in this context; I'd use revoke.
