revolving construction site

MEBANE — When the carpentry and electrical students at Eastern Alamance High School get done building the small house in one of the school’s workshops, they will tear it down.
The next class will build it again.
“We’ll do that until there’s no more room to drill holes in the studs,” said John Stewart, carpentry teacher at Eastern.
Stewart and Stephen Scarlett, who teaches electrical work and is an assistant football coach, alternate running this revolving construction site.

Does "revolving" here mean the cycle of building-tearing down-building-tearing down?

Thanks in advance!
