road by-pass

Hi everybody,

how would you translate "road by-pass" in Italian?

Some context: "the Bank intends using the proceeds for a project to construct a road by-pass of the city of..."

My attempt: tangenziale?

    I would use "tangenziale" all the time, but that really means "ring-road" (Like the M25 around London). I think if it is a temporary road by-pass, "circonvalazione" may be more appropriate. But either would be OK.
