I'd say so. Rough skin is at least potentially curable with lotions and some extra care. Coarse skin is something you're born with or that you acquire over years of abuse, and all the lotion in the world isn't going to cure that.
This is just my opinion, though. I don't know if this agrees with others' impressions.
I think of it the same way JustKate does. Someone with a coarse complexion would simply not have a fine complexion, no matter how well the skin was treated. Someone with a rough complexion could have suffered exposure to the elements or other abuse that could be healed with proper treatment.
