rough/tough time

We had a rought time/we had a tough time. On the net, they seem equally applicable to a difficult situation, but is there any ultimate difference?

    Here're two examples.

    The boss will give me a rough time if I make any mistake.(=be rough on somebody=criticize somebody)
    I have a tough time telling him the news. (tough could be replaced with other adjectives, such as difficult/bad/good..etc)
