The government used to be keen on overhauling education but it has run out of puff. Now it is the Tories who have thoughtful ideas about getting more good school places through supply-side reforms.
The quote text is from Economist. Is 'run out of puff' a fixed expression or idiom? What does it mean exactly? Thanks.
