That's probably what's meant all right.

I could invent a meaning for "said in stone" though e.g. your boss promises something solemnly but will only say it to you and refuses to put it in writing!

Sort of like "A verbal contract isn't worth the paper it's written on"

To me "said in stone" refers to an "absolute truth". (Bible, 10 commandments, etc.)

An option is "written in stone".
