Sans retour à ce jour

The following sentence is from a lengthy proposal by two co-owners in the Convocation for a General Meeting of co-owners of a Residence:
My attempt to translate the sentence is:
Without going back, [...]
In the context of the lengthy proposition this does not seem to make sense. What does it really mean?

Moderator note: Translation trimmed to focus on the question asked--we do not provide proofreading of full sentences.
