La promenade devait se poursuivre à couvert, sous un immense passage public.

How about "The walk was to be continued under cover/shelter, under a huge public passageway."

I'm not thrilled with 'under cover/shelter' but I'm having trouble coming up with an equivalent to 'à couvert' ...

Thanks to you both. Maybe it menas that there will be an alternate covered wwalkway under an (apparently) huge open passageway? I'm trying to translate an article in an Australian French-language monthy, and it's certainly proving difficult!
