Hi,

But we're also so curious how come such improper repairing could pass test in last stations..., seem to be a question of which last depot should be responsible.
Do you think the part highlighted sound right? Does for which seem more appropriate if used here?

    The second part could have different meanings:
    "seems to be a question of which of the last depots is responsible"
    "seems to be a question of the last depot being responsible"

    Of course, maybe I don't understand what is meant.

    Thanks for your kind reply, bibliolept. The whole sentence is probably written by non-native as it seems a little odd. What puzzled me is I somehow think it makes more sense like:

    seem to be a question which last depot should be responsible for.
