It is self-indulgent of me to train 3 times a week. My question is whether it would be correct to say 'self-indulgent of me' , 'self-indulgent of him, etc.

    In fact you can use the expression quite widely with adjectives describing behaviour:It was clever of you to think of bringing a screwdriver along.It was silly of me to make that joke when the boss was standing right behind me.That was very generous of you. I wasn't expecting anyone to remember it was my birthday.
