I'd say yes, if there only wasn't the mismatch in the years.

1496 is still the year when Croatia was in the union with the then Hungary.

While Banska Hrvatska belonged to the Habsburg monarchy already.

Maybe South Slavs know the topic better.

Ban is not a king, ban is related to banovina which is far from a kingdom.

I'm not quite sure what is the source of the quote, but "Banska Hrvatska" is, as far as I know, usually used for two separate things. One comes much later, so that one is excluded. The other could be translated as Kingdom of Croatia, but as @vianie pointed out, the date doesn't match that, because that didn't exist until 1527...
