Mr.Lockwood : If I had been, I would have set my signet on the biter.

This is an excerpt from a novel, "Wuthering Heights".

Let me explain a brief situation where they were in.

A herd of dogs attempted to assault and bite Mr.Lockwood and Mr.Heathcliff is an owner of the dogs.
Mr.Lockwood is complaining to Mr.Heathcliff about the misbehavior of his dogs.

I can't understand what "set my signet on the biter" means.

I looked up dictionaries and they says signet is a stamp.

What did Mr.Lockwood intend to say?
