Both are correct depending on context, which is why we always ask for it. :)

You've made an appointment for 10am on Monday and later you realize that you won't be able to make it. So you call your partner: Shall we postpone it on Monday... say, to 2pm?

You've made an appointment for 10am on Friday and later you realize that you won't be able to make it. So you call your partner: Shall we postpone it to Monday... same time?

You can use "shall," but I'm more of a "can" person.
