" I shifted to a new city"
" I shifted in a new city"


Which preposition works in this context ?

To makes sense, but shifted is fairly strange. You would do better to use moved in that sentence.

The verb "to shift" is inappropriate.

"I moved to a new city" (I went from one city to another)
"I moved in a new city" (I was inside a new city and I moved.)
