    It would be a map costing a shilling, but the story is set in 1894, and a shilling then must have been worth a fair bit, so I'm not sure we can surmise that it was "cheap".

    I agree. In those days, one shilling might not have been particularly cheap for a map.

    Perhaps small street maps that you could easily carry around with you were a new thing, and the price was attractive. A shilling map would be cheap compared with a large street map suitable for office use.
