shuffling around

Here's the hint:

He'd ended up at the Lakeview Mall shuffling saddle shoes around and getting kicked in the crotch by squirmy kids

What is the exact his action here?

Shuffling is likely bringing out four pairs of saddle shoes in different sizes and trying them on a kid who's not entirely cooperative (going from one boxed pair to another until one size fits or everyone gives up) -- and then having to return them to stock in the back room or to the shelves. Shuffling is often a circular motion in my mind, so I see it an a neverending cycle of bringing them out, trying them on, putting them back.
