What is the meaning of shuffling in this context:

He stepped out on to it and walked effortlessly, without fear, over the drop. He was humming a popular tune under his breath. The beam was inch-thick with dust, and he left long shuffling tracks. Halfway he stopped, dropped to his knees, and peered down.

He is leaving tracks in the dust, he is walking in a shuffling way, so the dust is disturbed in a way that shows he is not lifting his feet up. It is odd in the sense that tracks themselves are not moving, but they show that the man who walked there was shuffling himself.
