Why isn't Past Perfect Continuous used in this statement?
Since the moment they set out, he had done all he could to live up to that promise.
If context is important there, please say why

    It would be helpful to know what the promise was. If it was to adhere to a new style of behaviour on a permanent ongoing basis, then this action is incapable of being finished, and "he had been doing all he could" would have been much more appropriate.
