CZ: Plány nikdy nevyjdou (podle očekávání).
We have a verb for "to come true" - splnit se, vyplnit se. But I would use it for hopes and wishes, not for plans. "Plány se nikdy nesplní" sounds like a sentence that could get you busted in the centrally planned era.

SK: Plány nikdy nevyjdú. (?)

And what about naplnit se or uskutečnit se?

Plány nikdy nevyjdou (podle očekávání). / Plány nikdy nevyjdú (ako sa očakáva / podľa očakavania). ~ Plans never come out (as expected).
Plány se nikdy nenaplní. / Plány sa nikdy nenaplnia. ~ Plans are never fullfilled.
Plány se nikdy neuskuteční. / Plány sa nikdy neuskutočnia. ~ Plans are never realized.

Or, maybe, in imperfective:

Plány nikdy nevycházejí. / Plány nikdy nevychádzajú.
Plány se nikdy neplní. / Plány sa nikdy neplnia
Plány se nikdy nenaplňují. / Plány sa nikdy nenaplňujú.
Plány se nikdy neuskutečňují. / Plány sa nikdy neuskutočňujú.

The imperfective (mostly frequentative) form sounds very sceptically. And last free examples are useful as advice/order of an advanced saboteur .

"Plány se nikdy nesplní" sounds like a sentence that could get you busted in the centrally planned era.

I don't think so , it wasn't used in reflexive form:

plán JZD byl splněn
plán JZD se splnil
