Smartphone free use

Can we write "The TV program has become a pioneer by allowing smartphone free use"? Or is it rather better to write: "The TV program has become a pioneer by allowing (the) free use of smartphones."? In this case, is the "the" required? Perhaps, is all possible?

Thanks a lot.

Hello, Bushwhacker. All three versions are possible. Remember to include the possessive apostrophe "by allowing smartphones' free use".

I prefer "...by allowing the free use of smartphones".
