and this the text:Hobbs:"From a guy who took the oath of a cop, then went against everything it stood for, or some wanna be tough guy prick who beat a man half to death with a socket wrench"
what does "who beat a man half to death with a socket wrench" mean?

If you look for images of socket wrench you will see that it is a metal tool with a handle at one end and a heavy fitting at the other end CLICK.
To beat a man half to death is to beat him so severely that he almost dies.

Have you googled socket wrench images? It's a standard mechanic's tool that can be used—like most anything else harder than flesh—as a "blunt instrument" (q.v.).

who beat a man half to death with a socket wrench" = who beat a man so hard that the man was close to being dead, and did this with a socket wrench.

Here is a picture of a socket wrench suitable for beating someone half to death: http://www.ultimategarage.com/shop/images/75series-400.jpg there are other designs. The socket is the end part that fits over a nut.
