When we say this in Argentina we're saying in a good and loving way "you're a stupid/ silly"... what's the translation for it, so an american can get the idea?

Wow. That's a tough one. A lot of that is regional or even just personal. Some people would take offense if they don't understand that you're kidding. I like to say that I am a "policy geek" but other people would not find that endearing.

maybe: salamín = little fool? provided that there's a context that shows you're saying it with the intention not to offend but in a loving way?

"Fool" is hard to say without being offensive.
Salame = silly.
Sos una salamina = You silly girl.
