I know that the following are correct:

English speaking skills / abilities
Spanish speaking skills / abilities
French speaking skills / abilities
Mandarin speaking skills / abilities
Japanese speaking skills / abilities

Can you omit the "speaking" part when using skills?

a) I want to develop my English / Spanish / French skills.

How about when you use abilities?

b) I want to develop my English / Spanish / French abilities.

    I believe that you must keep the "speaking" in the text. If you didn't, you could have this - English selling skills - English sailing skills - English reading abilities. It is important to define what you are talking about.
