He was still high-spirited and vigorous using simple tools and dressed in rags.

what is the meaning of the above sentence? It is adapted from the tales A Holly Yu Harnessed the Flood. I think the above sentence appears to describe how Yu harnessed the flood.

    Despite the fact that he was reduced to poor clothing and tools, he still seemed cheerful and energetic.

    I would add that this use of vigorous sounds odd; I don't think most experienced speakers would have chosen that particular word. "Vigorous" is more of a physical or physiological characteristic, not one likely to be altered in any event by a mere change of clothes or of accoutrement.
