stress of "enthusiastic"

I've heard that you put a stress on "-thu-" when used before a noun,
in other words when it modifies a noun as in example (1), while usually
a stress is placed on "-sias-" as in example (2).

(1) They gave him an enthusiastic welcome.
(2) He's enthusiastic about folk music.

Is that true?
