    Approximately, yes.
    More specifically, used with "tone", you can think of tones (sounds) that are produced by physically striking (hitting) something.
    A bell, for example. When you strike a bell, it produces a tone, and we can use "strike a tone" for this.
    Your example is similar to making a sound, but metaphorically.
