stuggle or work

Homeless people must work very hard to live. They can not raise their children. Sometimes they must steal food just to eat.

I think maybe ‘struggle’ is better than ‘work’. Many homeless people are jobless. How can they work? What do you say?

    What is the source of these sentences? I ask because "can not" should be "cannot."

    Those sentences are from an English textbook for junior middle school students in China.
